As the Batter's Box' designated Oriole fan, I voted for Jim Palmer.
Frank Robinson was great but, as was already pointed out, not a career O. The other HoF guys are obviously great too, but if I'm starting a team and I can only have one Oriole, it's Palmer. As a consistently excellent pitcher in a 4-man rotation, he had a big impact.
If this poll was done in Baltimore, I think the top 3 in order would be Ripken, Palmer and Brooks. With older folks, Brooks might be #1. He's much beloved.
