39 of the 52 returning BBFL owners partook in Democracy's Greatest Adventure: the annual voting on rule changes. Owners resoundingly approved two changes to league administration and defeated two proposals regarding game play.

Propositions:

2006-1: Change the handling of trade protests. Currently, all trade protests are handled by a single seven-member committee. This proposal will create a five-member Trade Committee for each division. Each Committee will vote on trade protests within its respective league. A simple majority will approve or disallow a protested trade.

The Commissioner will appoint members for each division based on owners’ activity and availability. An owner is not required to serve on a Committee if asked. At any time, the Commissioner may remove a member for not fulfilling his duties and appoint a replacement.

A Committee member may not vote on a trade involving his own team. If a protested trade involves one Committee member, the Commissioner will serve as a fifth member. If a protested trade involves two Committee members, the other three members will rule. The Commissioner may also serve if another member is unavailable so that the total number of voters is odd.

(Yes) Change the system as described above. (Approved 33-5)
(No) Keep current system


2006-2: Change the assignment of ownership for promoted, relegated, and orphaned teams. The current system is described in the BBFL Constitution under ”VIII. Promotion and Relegation” and “XI. Ownership.” In brief, promoted and relegated owners switch rosters, and orphaned teams are then assigned to the highest-ranking unpromoted teams in the next lower division. Rank is by regular-season finish.

The new system would work as follows:

Upon determination of all promoted, relegated, and orphaned teams in the league, the Commissioner will contact all owners switching leagues. These owners will be allowed to choose among the ownerless teams in the order described below. Promoted and relegated owners MUST move. Other owners given the opportunity to accept an orphaned team are not required to accept, and they can keep their present teams.

Prompt and efficient handling of ownership changes is essential to the functioning of the league. The Commissioner reserves the right to bypass owners who do not respond as soon as possible.

Regarding the Alomar Division, choice of teams will follow this order (in terms of regular-season finish except as noted):
-- 1st-place finisher in Barfield
-- 2nd-place finisher in Barfield
-- Championship Playoff winner in Barfield (or 3rd-place finisher if the 1st or 2nd-place team won the Playoff)
-- Next highest-ranking team(s) from Barfield, if any are needed

Regarding the Barfield Division, choice of teams will follow this order (in terms of regular-season finish except as noted):
-- 18th-place finisher in Alomar
-- 19th-place finisher in Alomar
-- 20th-place finisher in Alomar
-- 1st-place finisher in Carter
-- 2nd-place finisher in Carter
-- Championship Playoff winner in Carter (or 3rd-place finisher if the 1st or 2nd-place team wins the Playoff)
-- Next highest-ranking team(s) from Carter, if any are needed

Regarding the Carter Division, choice of teams will follow this order (in terms of regular-season finish):
-- 18th-place finisher in Barfield

-- New additions to Carter, if any are needed will be assigned teams by the Commissioner.

2006-3: Create a Center Fielder roster position. All position designations are made by Yahoo.
(Yes) Change one of the four OF slots to a CF slot.
(No) Keep current system. (Rejected 27-12)


2006-4: Increase the number of Disabled List slots on a roster. The current number is two.
(a) 2 slots (current system) (Approved with 98 points including 25 1st-place votes)
(b) 3 slots (Rejected with 86 points including 10 1st-place votes)
(c) 5 slots (Rejected with 50 points including 4 1st-place votes)


What Now?

Per the vote on Prop 2, I’ve contacted owners switching leagues. Rather than have each owners pick one at a time, most owners will have to rank two or more teams, and each will get the highest ranked team not chosen by his predecessor(s). That should speed up the process.

Immediately upon completion, I’ll open the offseason trading window. For you Alomar owners, here’s a list of players owners can’t keep in 2006. Let me know if you see something in error:

I have decided to continue the Batters Box tradition of having a Leftovers league that mimics the BBFL rules and is open on a first come serve basis. I have participated in it the last two years and found the experience just as rewarding as managing my BBFL team.

Man, that's a lot of talent that's got to be moved in Alomar. I'll be happy to listen to trade offers from any teams with expiring contracts.

Potential keepers on my roster include Miguel Cabrera, Aramis Ramirez, Andy Pettitte, Josh Beckett, Jimmy Rollins, Cliff Lee, Adam Eaton, Pat Burrell, Brian Roberts and Ryan Howard. I'm leaning toward keeping Miguel and Aramis and dealing the rest.

I'm afraid we don't have the Carter rosters. We'll need to figure out what, if anything, we can do. Perhaps one thing is to rank the draft order as follows: Relegated Barfield teams, returning Carter teams, then new Carter owners.

Are you suggesting that we will not get to retain our keepers?!

If so, I think we should really try to avoid doing so. I would definitely feel frustrated and that my efforts last season were wasted. Plus, I'm willing to bet that the returning teams know their keepers. I know I remember mine.

Perhapsd, if all the returning teams are forced to declare their keepers prior to the draft, then they can select them in the 1st 5 rounds, while the new teams select normally. A list could be distributed notifying all teams about who the keepers were and that they cannot be picked.

All four owners wanted Garces. I guess that's why they call him El Guapo.

Barfield changes aren't complete. Two haven't replied, and I had an unfortunately VERY late dropout from the league, so Barfield also welcomes The Angry Gnomes from '05's Carter Division.

Regarding the Carter situation, I don't want to dictate a solution. I'm open to whatever Carter owners agree to, with the caveat that the solution doesn't cripple newcomers to the league.

It seems that having returning owners declare keepers would be dependent on ALL of them knowing who their players were. If that's not the case, it's going to be difficult to create an equitable system. Maybe.

Regarding the Carter Division keepers from last year, we have the initial draft saved of the BBFl site, which would give us somewhat of a baseline. If everyone can remember most of the trades made during the season, we could figure out which players were on which teams. For example my the the @$$kickers traded Piazza, Wolf, Lugo, Capuano, Cantu and Lawton to the Pohnpei Papayas and recieved Helton, Brazoban and Klesko in 2 seperate deals. It would really suck if we can't get the keepers back since I had an outside shot at making the play-offs, but gave it up so I could get a top Hitter to keep for this year in Helton. I know I was going to keep Helton, Mauer, Crawford, Gange and Harden.

Not to sure who I have also, It would suck if we lost our keepers seeing I made a couple of key trades last year to boost me to playoffs this year. However, if that is the case I would not mind to re-draft.

Alomar trade: Toronto Walrus sends Curt Schilling, Jim Thome and Jason Giambi to Schroedinger's Bat for Travis Hafner.

It's quantity-for-quality, with our three-year rule very much a factor. I had to move Schilling or throw him back in the free agent pool, and Thome, only my sixth-best keeper candidate anyway, was in his walk year. From my perspective, it's swapping two seasons of Giambi for three of Pronk, while Schroedinger's Bat adds some much-needed depth.

Walrus keepers, barring unexpected injuries, will be Randy Johnson, Mariano Rivera, Gary Sheffield, Travis Hafner and Coco Crisp. No additional preseason deals are anticipated, but the office door is always open.

Barfield Trade Announcement

The 1-Tool Wonders has sent David Wright to the Cyphers for Todd Helton and Andruw Jones.

As of March 6, the Wonders' keeper list is shaping up quite nicely. Pedro Martinez and Felix Hernandez will anchor the pitching staff. The heart of the batting order will feature the newly acquired Helton and Jones as well as Ricky Weeks, who made for a stellar late-season pick up via the waiverwire.

Players of interest to other clubs may include Melvin Mora, Kerry Wood and CC Sabathia.

We're getting quite a few offers for Halladay, but we're only going to trade him if it improves our keeper situation.

Right now, our locks are:

- Helton
- D. Wright
- V. Martinez
- Beltran

We also have B. Giles and K-Rod eligible to be kept. So if we moved Halladay it would have to be for a keeper better than Giles or K-Rod. In our situation a 1-for-1 deal makes the most sense (preferably for a pitcher). It doesn't make sense for us to drastically improve other teams' positions just for a tiny upgrade on Giles or K-Rod though.

The Mighty Midgets kept busy today as they acquired pitchers Tim Hudson and Roy Oswalt along with third baseman Alex Rodriguez in exchange for pitcher Johan Santana and catcher Joe Mauer. The 1-Tool Wonders have agreed to a deal with the Capers that sends Alfonso Soriano to the Wonders and C.C. Sabathia to the Capers.

The Wonders now have two potential keepers at 2B in Ricky Weeks and Soriano. Of note, we also have Melvin Mora, Kerry Wood, Moises Alou.

I'm interested in Carpenter, but Kristian isn't interested in Jimmy Rollins. Anybody got a big hitter they'd like to trade for a top drawer speedy middle infielder to make this a three-way?

My tentative keepers are Victor Martinez, Grady Sizemore, Jimmy Rollins, Brett Myers, and Eric Gagne. I'd be up for trading Rollins (or maybe even Martinez) for a top starter or slugger. Act now and get a free Schilling or Shelton.

Alomar Trading Strikes Back

After an offseason of drama and trade requests Manny Ramierez has finally been traded. Sent to W-A-M-C-O along with promising young shortstop Jhonny Peralta for outfielder and first baseman Adam Dunn, Manny seemed quite happy. GM Webber had this to say on the trade "Thank you everyone for showing interest in Manny and putting up with our demands. This trade seemed to be our best fit on several fronts. In addition to the monstrous home runs Dunn will hit, we also acquired a better quarterback than a few NFL teams. This will come in quite handy when Selig's World Baseball, Football, Basketball and Hockey Classic begins" No date has been set for the WBFBHC.

GM Ben Webber also said that he was interested in trading recently acquired Vernon Wells and Tim Hudson in an effort to upgrade his last spot. Any two-for-one trades within reasonable bounds will be considered.

After having all of trade attempts thwarted (and maybe it's just sour grapes, but I feel like I offered better packages for a couple of guys who went to other teams *grumble*) the Hammers expect to go into the draft keeping D. Lee, Ichiro, Utley, Sexson and C. Zambrano (barring any injuries between now and keeper lock-in).

I also have BJ Ryan, Billy Wagner, J. Schmidt and J. Patterson, four good pitchers, for an upgrade for one of my stated keepers, if anyone is interested.

There are still 4 spots available in the Leftovers league. This league is the exact same set-up as the BBFL, though not a keeper league. For all those that are on the BBFL waiting list or those already in the league but looking for some practice for the real thing, sign up before it's too late!
