BBFL - Rule Change Voting

I somehow got the dates mixed up, and thought that the voting was to start on the 15th of February. It turns out it was supposed to end on the 15th of February. Mea culpa. So I've changed the dates of voting from February 16th to the 18th, to give us a few more days to discuss possible rule changes. Sorry for the inconvenience.

I don't think I've missed any of the propositions, but if I have please let me know, and I'll add them. From our old thread, here's the rule change propositions we'll be voting on.

Proposition 201: Rule Changes be limited to the Off-Season Rule Change Period

Proposition 203: Add a Second Twenty Team Division (the Barfield Division) to the BBFL

(c) Random Assignment
(d) Barfield Team Chooses Alomar Team to Take Over

Proposition 206: Switch to Yahoo Premium with a Cost of $7 Per Team

Proposition 208: Adopt names Alomar Division and Barfield Division (if nec) permanently:

Proposition 209: If Proposition 203 Passes and 204 Passes, should the bottom "X" teams of the Barfield division be relegated, where "X" is determined by Proposition 204.
(a) Bottom X Barfield teams be relegated to the Carter Division if it is created. If Carter Division is not created, teams not relegated.
(b) Bottom X Barfield teams be relegated to the Carter Division if it is created. If Carter Division is not created, owners of these teams replaced by people on the waiting list.
(c) Bottom X Barfield teams not relegated

Proposition 210: The draft be held at 9:00PM EST to accomodate players from the West Coast, and that we attempt to get a date around the 1st of April.
